This is a development package which contains an Interface Definition Language (IDL) to C++ (pre)compiler as well as the ORB library. This environment will allow you to develop distributed objects which can communicate with other objects without any regard to their location, platform, or language. Therefore, it probably makes sense to also install a C++ development environment for this package to be useful.
If none of the above terminology sounds familiar then you most likely don't need this package.
