The README is used to introduce the module and provide instructions on
how to install the module, any machine dependencies it may have (for
example C compilers and installed libraries) and any other information
that should be provided before the module is installed.
A README file is required for CPAN modules since CPAN extracts the README
file from a module distribution

- Updated Build.PL to remove the creation of Makefile.PL on the fly.
- Added 'clean' key to Makefile.PL.
- Removed "-T" from the first line of 00-load.t, pod.t, manifest.t,
00-signature.t and unit-test-01.t. It appears to me that Mac OS X
doesn't like it, for some reason.
